TERMS OF REFERENCE FOR CONSULTANCY
Organisational Background
The Human Rights Centre Uganda (HRCU) is a non-profit, non-partisan and non-governmental organisation that was established in November, 2008 with the main aim of contributing to the protection and promotion of the rights of Human Rights Defenders (HRDs) in Uganda. HRCU works towards improving the environment in which HRDs operate and carries out its mandate throughout Uganda through regional networks and coalitions.
From the time of its formation, the Centre has had steady growth and registered success at different levels through three major focus areas namely; capacity building for HRDs to understand their rights, responsibilities and the mechanisms available for their protection at national, regional and international level; research, documentation and reporting on the environment in which HRDs operate and advocacy for an enabling operating environment for the work of HRDs in Uganda.
HRCU has put in place a Risk Management Framework which is an integral part of its long term strategy and shall be used alongside HRCU’s Security Policy. In order to strengthen its organisational systems and structures and also ensure proper management of risk for the long term benefit of the organisation, HRCU is seeking the services of a highly professional and experienced Risk Management Consultant to carry out one day training to its staff members.
Purpose of the Training on Risk Management Skills
The purpose of the training is to equip all staff, board members, volunteers and interns in identifying, analysing and responding to risk in their areas of work and also raise basic awareness of risk management concepts and mechanisms. Basically, the training will help to identify potential events that may affect the organisation and to strengthen project management through adequate forward planning of potential risks considering the increasing risky context of Civil Society Organisations (CSOs) in Uganda.
The training will be conducted at HRCU office premises in Naguru, Kampala. By the end of the training, participants should be able to understand; HRCU’s approach to risk management, how risk management affects decision-making, conduct a risk analysis by drawing up a risk profile and using a risk matrix; identify risks/uncertainties to achieving a set of objectives and expected results; prioritize these uncertainties and decide how to act on the uncertainties within the framework of project planning.
The Risk Management Consultant will report directly to the Executive Director, with a technical reporting line to the Human Resource Officer.
Specific Objectives
- To empower HRCU staff, board members, volunteers and interns identify, assess, prioritize as well as monitor, review and communicate risks implicit in HRCU’s operations
- To equip HRCU staff, board members, volunteers and interns with knowledge and skills on how to prevent, manage and mitigate accidents and threats to individuals and the organization
- To support in the operationalization/implementation of the HRCU Risk Management Framework

- Techniques of risk management & their applicability
- Risk assessments (Quantitative and Qualitative)
- Governance, risks and trusteeship
Scope
The training shall provide a comprehensive and systematic approach to more proactive and holistic risk management. It shall incorporate the HRCU Risk Management Framework which outlines HRCU’s approach to risk management and seeks to integrate risk management into daily operations of HRCU.
Methodology
The training will be participatory, whereby all participants will be provided with an opportunity to give input and comment on the topics.
Consultants Tasks
- Understand the operating environment of CSOs in Uganda and help HRCU identify, assess and monitor risk
- Advise on risk assessment and monitor action plans
- Conduct on-site risk evaluations of HRCU facilities and operations
- Consult with HRCU members to develop action plans that address risks
Expected outputs and deliverables
- Develop an interactive training module and materials aimed at enhancing capacity of staff, board members, volunteers and interns
- Develop a detailed inception report outlining the overall training approach including methodology and work-plan
- Evaluate training achievements, lessons learned and recommendations for way forward
- Develop a final evaluation report written in proficient English, professionally edited and presented in a way that directly enables publication
Skills and Competencies
- Bachelor’s Degree in Health and Safety, Safety Management, Occupational Safety, Risk Management, or related field from an accredited university
- A minimum of five years progressive professional work experience in risk management preferably for civil society organisations
- Excellent computer literacy (primarily in Microsoft Office packages) and ability to apply in work
- Fluent written and spoken English
