He is an experienced Lawyer, arbitrator, formerly working as the Secretary/Accounting Officer for Equal Opportunities Commission. He has worked as Assistant Commissioner Labour inspectorate before being elevated to Commissioner Equity and Rights. He is the lead person on social assessment accountability in large infrastructure projects (World Bank) and has over 19 years experience in inclusive growth and equitable justice Administration. He has worked with the government, private sector and civil society for the vulnerable and marginalized sections of society. His first assignment was with Amnesty International as Head of Training and Organizational Development Unit in charge of recruitment and mobilization. When he joined the Ministry of Gender labour and social development (MGLSD), he developed a social Equity and vulnerability assessment framework for the government, undertook several researches on social inequalities in societies and developed several advocacy position papers on the establishment of Equal Opportunities Commission. Ten years later, the Law, policy and action plan on equal opportunities were established with his leadership.
As the Assistant Commissioner-Labour Inspectorate he was in charge of enforcing compliance on Labour Laws at World of Work legislations, negotiating and resolving strikes, conflicts and, mergers. These included Airtel-Warid merger, Air Uganda Collapse, BAT exit, Sembule among others . He is involved in senior and top management decisions of the Ministry, arbitrates and reconciles Workers Trade Unions, Employers federation and Government through the tripartite charter. He is the Manager for Entrepreneurship Development Program supported by the ILO/Irish Aid. He has presented international papers in Europe, negotiated and defended Uganda Country Status Reports before the UN Committees of Experts among others CEDAW, for women, UNCAT, for torture, and CRC for Children, ICRPWD for Disability and Human Rights in General.
