CONSULTANCY TO CONDUCT AN END OF PROJECT EVALUATION FOR THE PROJECT TITLED “REDUCTION OF CASES OF HUMAN RIGHTS VIOLATIONS AND ABUSES IN SELECTED DISTRICTS OF NORTHERN UGANDA”

The evaluation will assess what has worked, what did not work and why, key lessons learned and what should be emphasised or adjusted for possible future interventions.

The primary intended users of this evaluation are the Human Rights Centre in Uganda, local partners and ADA as the donor.

The objectives of this final evaluation are the following:

  1. To assess the relevance of the approaches employed by the project to achieve the project objectives and to assess how well the project addressed the key issues or problems identified at the inception of the project.
  2. To assess the effectiveness with which the project objectives as spelt out in the project proposal were achieved;
  3. To assess prospects for sustainability, the extent to which the project results in relation to the targeted Justice actors, other duty bearers, HRDs and community members are likely to continue after the project end
  4. To document key challenges, best practices and lessons learned and make recommendations

CONSULTANCY FOR RESEARCH TO IDENTIFY THE PARTICULAR NEEDS AND CHALLENGES OF DUTY BEARERS AND RIGHTS HOLDERS.

The project is targeting members of the public, law enforcement officers, Access to justice implementing agencies, human rights defenders at the local level and local government officials in the project districts of Lira, Pader, Moroto and Kampala.

This research aims to identify the specific needs and challenges faced by both duty bearers (within the Justice, Law and Order Institutions and rights holders, in order to facilitate their systematic engagement and address their concerns. The research will focus on understanding the barriers and enablers to effective human rights implementation, to improve both the capacity of Justice, Law and Order actors and the ability of rights holders to claim their rights

CONSULTANCY TO DEVELOP AN ISSUES PAPER ON THE HUMAN RIGHTS SITUATION IN UGANDA (KAMPALA/CENTRAL REGION)

HRCU and its implementing partners continue to implement the project interventions among which include organising and conducting district public dialogues in project districts, HRCU shall compile and produce bi-annual issues papers resulting from discussions during the said district public dialogues and later inform round table meetings with justice, law and order sector actors.
The main objective of the consultancy is to compile, develop and produce one issues paper to inform and shape discussions at the round table discussion with justice actors.
