CONSULTANCY FOR COMPILATION AND PRODUCTION OF THEMATIC REPORT ON THE SITUATION OF HUMAN RIGHTS IN NORTHERN UGANDA
The development of a thematic report is intended to examine the intersection of culture and human rights particularly, how certain cultural practices have either contributed to or mitigated human rights violations. For instance, how practices related to gender roles, marriage, or land ownership have impacted issues such as gender equality, child rights, and access to justice. The report will analyze specific cases and suggest ways to address conflicts between traditional practices and human rights standards.
The report will further provide valuable insights for policymakers, NGOs, and human rights advocates working in Northern Uganda. By understanding the cultural context, such that these stakeholders can develop more culturally sensitive policies and interventions that respect local traditions while promoting human rights. It will also serve as a tool for advocacy, helping to align international human rights standards with local cultural practices.
CONSULTANCY TO DEVELOP ISSUES PAPER ON THE HUMAN RIGHTS SITUATION IN NORTHERN UGANDA | KARAMOJA SUB REGION
With funding support from Austrian Development Agency (ADA), The Human Rights Centre Uganda (HRCU), Uganda Human Rights Commission (UHRC), and African Centre for Treatment and Rehabilitation of Torture Victims (ACTV) are together implementing a two-year project (running from 1st October 2023 to 30th September 2025) titled “Reduction of cases of human rights violations and abuses in selected districts in Northern Uganda.” These districts are Lira (Lango sub region), Pader (Acholi sub region), Moroto (Karamoja sub region) and Kampala (central region as the coordinating district).
This is the third phase of projects implemented by the partners, building up on two previous interventions. The first phase (2014-2017) and the second phase (June 2018 to June 2021) aimed at promoting human rights awareness and understanding in order to improve the access to and delivery of justice in the Eastern region of Uganda in the districts of Soroti, Tororo, Mbale and Jinja and later in the Central districts of Kampala, Wakiso, Mukono and Gulu in Northern Uganda achieving a marked positive effect on the relationship between district law enforcement agencies, civil society and the public.
The overall goal of this current project is reduction in cases of human rights violations and abuses in selected districts in Northern Uganda. The overall project objective is to enhance human rights awareness for improved access to justice in Northern Uganda.
The expected results of the project are to enhance capacity of access to justice actors, duty bearers and human rights defenders (HRDs) to apply human rights standards in the implementation of Prevention and Prohibition of Torture Act, the Human Rights Enforcement Act and Public order management, enforcement and implementation; Increased awareness among community members including women and men of the human rights standards to be respected and protected under the Prevention and Prohibition of Torture Act, the Human Rights (Enforcement) Act, and public order management generally and knowledge creation, dissemination and networking amongst human rights actors.
The main objective of this consultancy is to compile, develop and produce one issues paper that shall be used during the discussions at the round table discussion with justice actors.

As HRCU and its implementing partners continue to implement the project interventions among which include organising and conducting district public dialogues in project districts, HRCU shall compile and produce bi-annual issues papers resulting from discussions during the said district public dialogues and later inform round table meetings with justice, law and order sector actors.
The main objective of the consultancy is to compile, develop and produce one issues paper that shall be used during the discussions at the round table discussion with justice actors.
CONSULTANCY TO TRACK IMPACT OF RADIO TALK SHOWS UNDER THE PROJECT TITLED “REDUCTION OF CASES OF HUMAN RIGHTS VIOLATIONS AND ABUSES IN SELECTED DISTRICTS OF NORTHERN UGANDA”
The consultant will be required to assess the fifteen (15) radio talk shows and radio spot messages that will be conducted and run in Lira, Pader, Moroto and Kampala on a semi-annual basis with in the two years of the project timeframe. The programmes will be conducted on the radio stations which include Voice of Lango Fm in Lira, Rapa fm in Pader, Ateker Fm in Moroto and, Radio One Fm 90 in Kampala. These will be held to discuss the roles of rights holders and duties of the duty bearers under the Prevention and Prohibition of Torture Act (PPTA), Human Rights Enforcement Act and issues of public order management.
The exercise further will focus at the relevancy of the spot messages to the targeted audience. The spot messages will discuss human rights standards making a distinction between rights that can be limited and those that cannot be limited will be developed in addition to human rights standards and human rights-based principles to be observed in enforcement of laws. The exercise will be based on collected evidence from project records such as spot message logs, radio talk show recordings, reports, interaction with HRCU project staff and interviews with stakeholders and beneficiaries.
CONSULTANCY TO EXTRACT AND PRODUCE SIMPLIFIED CHARTS OF NGO REGISTRATION PROCESSES, DOCUMENTS REQUIRED AND STATUTORY FEES
The consultant will be required to study and analyse the NGO Regulatory Framework materials including the NGO Act, NGO Policy, NGO Regulations and NGO registration processes, documents required and statutory fees to be paid in order to extract the relevant information and produce simplified charts.

CONSULTANCY TO UNDERTAKE RESEARCH AND PRODUCE A HANDBOOK DETAILING COMMON CASES INVOLVING YOUTH, THEIR CAUSES, HOW THEY CAN BE AVOIDED
HRCU seeks for a consultant to undertake research and produce a booklet detailing common cases involving youth, their causes, how they can be avoided and a human rights-based approach to extending support to victims and perpetrators. This booklet will be produced and distributed to youth HRDs, justice actors, duty bearers and other beneficiaries.

CONSULTANCY TO CONDUCT AN END OF PROJECT EVALUATION FOR THE PROJECT TITLED “ENHANCING A SUSTAINABLE RELATIONSHIP BETWEEN THE NATIONAL BUREAU FOR NGOS AND THE CIVIL SOCIETY SECTOR IN UGANDA THROUGH DIALOGUE.”
The purpose of the evaluation is to assess the overall project performance, and to provide feedback for new strategic directions or implementation designs, and delivery. The evaluation will assess what has worked, what did not work and why, key lessons learned and what should be emphasized or adjusted, in the prospective related project(s).
